In the House of Lords a Bill was introduced by Lord Fostescue for the preservation of the peace in Ireland. Its provisions conform with the announcement made by Mr. Gladstone. Power has been granted to the Lord Lieutenant to seize seditious newspapers and to suspend the Habeas Corpus Act. A Committee of Parliament has recommended, by a majority of one, the system of vote by ballot. Dr. Joshua Hughes has been designated Bishop of St. Asaph, and Archdeacon Dumford Bishop of Chichester. March 19 th. Obituary. — Count de Montalembert, Mr. Berkley, M.P., the Marchioness of Tweeddale, General Lister, Sir H. Light, Admiral S. Leake, and Mr. H. Anson Burlinghame, the Chinese Ambassador.
