The usual meeting of the Council-was held in the Chambers on Monday 1 evening. Present — The Mayor, and all the Councillors, excepting Cr. Coverlid^ who came in at the close. ' ' ' ''-i r • ' The minutes . of the previous meeting were read and confirmed. The application f rpm the Presbyterian Church Committee, to be allowed to make a crossing ow the footpath to the church, was granted. The following, accounts were referred to the " Finance ' Committee :— Mr. M'Keay, for drawing up. deeds for Municipal Reserve Leases, £29 8s; Mr. Nichols, for public works, according to contract, £6 15s. ' The Finance Report, the adoption of which hadbeen held over for two Council meetings; was again brought forward for consideration./ 1 - f2 In reply to Cr. Herbert, who asked if there was not a statement as well as a report, the Town Clerk read a statement of the financial position of the Council, from which we glean the following :—: — '

Amount due on Municipal Reserves £122 15 6 Cash in Bank 41 15 10 Rates to be collected - - - 150 0 0 Subsidy on ditto - - - 150 0 0 Total- - - £464 II 4 Phoenix Company, (to March last) - £26 0 d Inspector of Nuisances - - 2tf 0 0 Mr. Nichols - ' - ■ - '6 15 0 Toftl-. r - £52 15 0 Cr. Herbert, moved that if the balance of purchase money due on the Municipal reserve, at the corner of Ross Place and Whitehaven-street, be not paid with interest on the date of its becoming due,' that the Council again put it up for public competition. The Finance Report was still further adjourned till the 20th May. A' discussion, arose aa to whether it would be advisable to, lease a certain Municipal reserve in Ross Place. Cr. Mears' thought it would not be advisable, as it was the only section in acentral position of the town, which was suitable for any public building. Cr, Harrop thought the consideration of tlie matter had better stand over for. a month, when it would be seen whether all the sections sold were taken up by the purchasers, or whether some of them were forfeited. He put this in the form, of a motion, which was seconded by Cr. Barnett, and. carried unanimously, Cr. "Harrop said as the Rate Collector would soon be leaving the district, it would be well to have all the rates collected without any further delay. The Mayor stated that Mr. Lange had informed him that he would be leaving in a month, and asked permission to put a sharp notice in the paper. Cr. Mears said the Committee had given Mr. Lange instructions some time since to sue those who had not paid their rates, and who were well aTble to pay ; but after all he had not taken advantage of the power he had. Cr. Hjarrop asked if all the parties, reaidpg in, Lawrenpe had paid; their first half years rates, to which the,' Mayor replied in the negative. Cr. Harrop then moved, and Cr. Her,bert seconded, " That the Town Clerk be instructed to give notice in the paper that unless all rates are paid within 14 "days to the collector, immediate^tep^wili be taken for their recovery."' Cr. Herbert drew the attention of the, Council to the culvert in Colonsay-street, which was in a dangerous state. Cr. Mears said that culvert'wonldr always'be a source of annoyance to the Council until it was enlarged^ as every flood would make i£ as dangerous as it is. now. The Public Works Committee w.ese instructed to inspect the culvert, and report upon it ; they were also instructed to inspect "a water channel near Mr. Robertson's, which required making or deepening to carry off* the surface water ; also, to inspect the road- at tha upper, part of Peel-street. Cr. Mears referred to the dangerous, state of the footpath in Ross Place. The late flood had made an excavation of several feet, and the footpath would continue to fall away unless something were done to stop it. The Town Clerk was instructed to write.to the Government, asking them to draw the attention, of the, District Engineer to the matter. The Council then adjourned 1 .
