Sir, — I beg to enter my protest against the informal and' unfair manner in which Mr. Donovan J s motion was carried thi3 evening. , An amend-, ment to leave the matter in the hands of the Council, duly moved and seconded, was never put by the Mayor, although he had ruled it in order.
