MEETING OF TOWN COUNCIL.
There was a meeting of the Town Council held on Wednesday evening, attended by Messrs.' Keen (actingMayor), Henderson, Hay, Walker, Mears, Meyer, and the Town Clerk. The minutes of last meeting having been read, Cr. Mears objected that Or. Walker's name appeared as having attended the last meeting Vhen he was absent. . The Town Clerk explained that it was a clerical error, and after this was corrected the minutes were confirmed. i Several letters were then read, one of them being from Mr. Aimers, requesting an extension of time for twelve days of his contract for a bridge over the storm channel, owing to h5 inability- to procure wood. The matter was referred to the Public Works Committee. A letter from. Mr./ Maddock, legal adviser to the Corporation, was then read, in which he gave an ".opinion partly id support of the acting-Mayor, and partly in support of the majority of the Council. Cr. Hay criticized the-letj«r severely, and moved its non-reception. Cr. Mears said they should ascertain whether the Council were under | any engagement with Mr. Maddock ; if not, they should have some other gentleman's opinion. The following tenders for printing • assessment books were then opened :-*. ' Messrs. Matthews and Fenwick, 255. I Messrs. Ferguson, Bums and Ludford,
1 12s. 6d. The latter tender was, by a clerical error, addressed:—" W. Hayes, Esq., Town Clerk, Mflton.7 Acting-Mayor Keen said there was , but one tender before the meeting—that from the "Press" office. He would thank some gentleman to move its reception. Cr. Hay said they surely would not throw out the tender from the "Times" office on account of so manifest a slip of the pen. ' . The acting : Mayor said he had ruled there was but one tender. ' . Cr. Mears" moved " That fresh ten- ; ders be called for the next meeting." I This was seconded, put and carried. I Cr. Hay moved "That tenders be called for the formation of a footpath, \ channelling and kerbing on the, north ' side of Ross Place. The acting-Mayor said he would suggest to the meeting the expediency of waiting until the G-overnment finished their works there. Cr. Hay's motion, not finding a seconder, lapsed. Cr. Mears moved the suspension of standing order No. 23, in order to enable the~acting Mayor to calF a public meeting to rescind the resolution of the Council in regard to a town hall. , ; - . • ■ While Cr. Mears was writing down his motion Cr. Henderson called .the attention of the Council to- the state' of the water tap in Colonsay-street, which was flooding all the adjacent lots. After some conversation the matter was referred to the Public Works Committee, with instructions to take action in the matter. Cr. Meyer pointed out' the state of Lancaster-street, where the wat§r was making a perfect swamp. Cr. Mears then moved as above. The acting-Mayer said -he could not entertain the motion as it was illegal. Cr. Mears considered the actingMayor's .remarks put of place, as the ; motion not being . seconded was not properly before the chair. The acting-Mayor ordered ■ Cr.. Mears to sit dow^i. . \ Cr. Mears insisted on. the motion being seconded before the actingMayor pronounced an opinion, on it. The acting-Mayor said if his ruling was not respected he would leave the chair. Hay considered his conduct arjSrajry, and highly disrespectful to the Council. The actirig-Mayor ordered him to sit down. Cr. Meara again insisted on being heard. . i . -.•;:''" The acting-Mayor in a state of high excitement left the chair, declaring all further proceedings illegj|l i> a voice exclaiming as he lefFthe'roomV'The-acting-Mayor has jibbed gentlemen, so you better all resign." Some informal conversation followed, wheu the Councillors agreed pq attend no other meeting of Council until the Mayor had returned.
