THE NEW BILL ; Wellington, Cct. 15 As promised by the Government, the Licensing Bill to be dealt with next session as a nonparty measure was circulated hst night It substitutes fifty five per cent for three-fifths as the majority necessary to carry the national prohibition issue, and prescribes a voting paper with the following issues:-"! vote for national continuance," "I vote for national prohibition.' The direction is that the voter must strike out the proposal for which he does not wish to vote. Section 36 of Licensing Amendment Act (dealing with the employment of barmaids) is to be amended to make clearer the law prohibiting the employment of unregistered barmaids who have been able to serve in a private bar. A new definition prohibits any but registered barmaids from serving in any part of licensed premises.
