$ London, Dec. 7 The " Westminister Gazette " publishes a Royal proclamation sighed at Thursday's meeting of the Privy Council, prohibiting the importation of arms, ammunition, and gunpowder into Ireland. A second Royal proclamation prohibits the coast caivuge of arms. Neither applies to articles intended for sporting and other unwarlike purposes. Unionist members of the House of Commons have decided to organise a motor service to be placed at the disposal of the provisional government of Ulster for the transport of troops in the event of hostilities.
