One of the chief features of the Arbitration Bill introduced by the Government is the propo* posal in regard to strikes. If the measure is passed no one is to be allowed to strike without the consent of the Government, under a penalty of LlO, while employers in a similar case will be mulcted in LSOO for a lock-out The proposal is that, if ten or more workers intend „to strike they must notify the Minister of Lr. bor, setting out the grounds of such intention. On receipt of s'ich notice it will be the duty ol the Minister to direct the holding of a conference between the parties. or to refer the matter to Labor Dispute Committee for investigation. This committee wil consist of not less than three no r more than seven members, and they will represent tirj interests appointed by the Minister of La. bor, of the workers and employ, ers in equal numbers. If a settlement is not arrived at the committee will make such recommendations for the settlement of this dispute as it thinks lit. and a secret ballot of the workers concerned will be taken as to whether or not a strike shall take place. The proposal will be carried by a bare majority, and a bare majority will also decide as to whether the recommendations of the Labor Dispute Committee shall be adopted.
