portant, inasmuch as a lasting agreement was possible only by an inquiry prosecaited with justice and full knowledge of the facts when the Go^lernment began to consider the principles of devolution or Home Rule.

The Government might a.wjsit tho rehabilitation of British credit, or sharo with the selling landlords tho depreciation of 3 per cent stock, or, as he preferred, repeat the offer embodied in iho Bill of 1909 to pay cash provided the- landlords! accepted tho principle of compulsion.
