(Received November 20, 12.45 p.m.) Berlin, November 19. The German Reichstag was opened yesterday. In a speech the Emperor William made special reference to the re* cent difficulty with Spaio, and announced mediation, with a hope of definitely settling the Caroline Islands question. His Majesty expressed himself confident that the struggle now taking place in the Balkans would in no way disturb the friendly relations between the Great Powers. He hoped that the signers of [ the Berlin Treaty would maintain the security of the peoples concerned, and impress upon them the necessity for their respecting the Treaty.

Rio be Janeiro, Nov. 17. The s.s. Tongnriro arrived yesterday afternoon from Auckland with a cargo of frozen mutton, reported to be in fair condition.

London, November 18. Tt is believed that, provided the colonies agree to permanently contribute the £1500 already promised towards defray ing the present New Guinea protectorate, Great Britain will proclaim a sovereignty over the territory there, and grant the usual constitution. Sir Charles Gravan Duffy has now recovered from his recent illness. He has received a requisition to contest an Irish seat at the forthcoming general elections, but has been compelled to decline the request. Mr Childers considers the proposal to establish a British and Colonial Zollverein, on the lines of the German Zallverein, as possible of attainment. The Dutch Parliament have voted ten thousand florins for the exploring expedition which is about to be despatched to New Guinea.
