It rs announced that the Duke of Richmond has been appointed Secretary for Scotland, with a seat in the Cabinet. Berlin, August 18. Despatches are to hand from Admiral Paschen, commanding tbe German Squadron at Zanzibar, stating that on the eleventh instant he presented an ultimatum to the Sultan, and as no reply was received for four and twenty hours, the fleet anchored opposite the Sultan's place, where it now remains. It is not thought, however, bombardment will take palace as tho Snltan is expected to bring about a peaceful settlement by acceding to the demands of Germany.

London, August 13 Votes of Thanks.

In both houses of Parliament last night Totes of thanks were unanimously passed to the British forces who took part in the Egyptian campaign for their services. In the House of Lords, the principal speeches were ruad» by the Marquis of Salisbury, the Duke of Cambridge, the Earl of Huntingdon, and Lord Carrington, and in the House of Commons by Sir Michael Hicka-Beach, Chancellor of the Exchequer, all of wkom lauded the gallantry of the New South Wales contingent, and asserted that the loyalty shown by the British colonies was adding new strength to the Empire.

The departure of Lord Carrington, the new Governor of New South Wales, has been definitely fixed for December 30th.

It is stated that Major Cbermside is under orders to proceed to Massowab, to act in concert with the Abyssinian forces in taking steps to relieve Kassala. VIEMNA, August 12. Sir Henry Drummond Wolffe arrived here to-day, en route for Constantinople.

London, August 11. The Royal Commission appointed to consider the present trade depression, includes Lord Dunraven, and Messrs P. H. Munhs, S. Storey, and A. O'Connor, M.P.'s. A number of prominent Liberals, including the Hon. G. J. Goshen, and the Hon. G. J. Shaw Lefevre, declined appointment on the Commission.
