HOUSE OF REPRESENTATIVES.
Wellington, Yesterday. The House met at 7.30. Leave of absence for a week was granted to Major Atkinson and Mr Scobie McKenzie. In replying to questions, it vras stated that arrangements were being; made for closing between the hours of 7 and 8 p.m. those telegraph offices that are not required to be open during those hours; that the Treasurer hopes to make a supplementary financial statement next week; the subject of musketry instruction was now under the consideration of Government. The House went into Committee on the Resident Magistrate's Courts Proceedings Validation Bill, which passed without amendment. The Honse then went into Committee on the Hospitals and Charitable Institutions Bill. A long discussion ensued on clause 20, relating to the election of trustees by local bodies, and several new clauses were added to the Bill, one of which was that four trustees shall form a quorum, and that at the first meeting of the contributors to the institution not less than six nor more than nine trustees shall be elected.—Mr Newman's moved a new clause to the effect that patients who have uot lived for sixty days previously within the hospital district in which the institution is situated, the relief applied to such person shall be recoverable from the Board of the district in which the recipient had previously lived. After a long discussion, Mr Newman clause, was eventually carried with the exception that the words '• six months" were inserted instead of " sixty days," and the clause made to apply to persons coming from another provincial district.—On the schedule being reached, Mr Hobbs moved to separate Mongonui, Hokianga, and the Bay of Islands from Auckland district, and form them into a separate district. The amend* I rnent was carried on a division by 35 to 27. j —On the motion of Mr Lake, Eaglan, I Waipa, and Waikato were omitted from the Auckland district.—Mr Smith (for Mr Cad man) moved to separate Coromandel from Auckland, which was agreed to.—On the motion of Mr Grace, Tauranga and Whakatane were omitted from the Auckland district. —Mr Beetham moved to omit Wairarapa from Wellington.^-A lengthy discussion followed, during which Mr Ormond said it was to be regretted that the only bill which was brought down by the Government dealing with local government should be destroyed in this 1 miserable way. He thought that before \ any divisions were taken, the Government should have brought in a clause to make the receding disiricts contribute.— Mr Stout said the division list showed that Government had voted with the minority on the motion for separating the districts. —After further discussion, the motion was lost by 34 to 29. —On the motion of Mr Locke, the Cook.- district was separated from Kawke's Bay.—Mr Smith moved the separation of Waipawafrom Hawke's Bay, and on a division the motion was carried by 37 to 22. —Mr Fergus moved to report progress. —Mr Eolleston supported the motion, as he thought it was a farce going on as they were doing, and he contended that members had reasonable grounds for complaint | at the action taken by Government on the j bill.—Messrs Russell and Fulton also sup- j ported the motion. —Mr Stout said he had voted, against the last alteration because the members of the district affected were opposed to the proposal. His colleagues, however, felt bound to support it. —The motion for reporting progress was lost o.s the voices, and on the motion of Mr Levastam, Buller and Manguaha were struck out of the Nelson district.—On the motion of Mr Seddon, the Grey was struck out, and Boss, Hokitika, and Kumars inserted insteadinthe Westland district.—Waitaki, Vincent, Manitoto, and Taupeka were struck out of the Otago distriet.-^On the motion of Mr Fergus, Lake district was struck out of Southland district.—Mr Hirst moved to strike out Fiord and Wallace from Southland, but the motion was lost on a division by 30 to 26.
