A rumor was afloat this morning to the effect that Sir John Hall wonld return to the colony in about three months' time, and would re-enter political life. I have since verified the rumor. Mr Holmes, member for Cbristchurch, received a letter from Sir J. Hall this morning, in which the"intention a» above is expressed by the; ex-Premier.

The long pending claim which Sir Julius,Ji r ogel has against the colony in connection with floating loans is likely to be heard in the course of a few days. Mr Macandrew will present a petition frpm Sir J. Vogel to-morrow or next day; claiming £6259 for services in connection with floating the loan. A meeting; of members representing Municipalities and others interested in the working of municipal institutions, was held this morning to consider the Municipal Corporations Act Amendment Bill. There were twelve members present, and Major Steward occupied the chair. A number of technical defects in the Bill were altered. On the clause relating to borrowing powers, there was much discussion, and it was decided that upon any proposal for a loan, three-fifths of the total number of votes which might be fjjiveu by the total number of burgesses, must be polled in favor of the proposal. A resolution to make a simple majority of those votingin favor of the proposal carry itj was strongly resisted.
