Wellington, Yesterday. The Hod. W. H. Reynolds mored that it was essential for the proper conduct of (be business of the Council that Government should hare two representatives in that Chamber.—The Hon. J. C. Richmond seconded.—Agreed to. The adjourned debate on the second reading of the Legislative Council Bill was resumed. —The Hon. Mr Holmes supported the amendment.—The Hon. J. N. Wilson urged the Colonial Secretary to accept, the amendment.—The Hons. C. W.Kenny and H. J. Miller would vote for the amendment, as the.country was in favor of some reform. The Hon. W. B. D. Mantell opposed the amendment.— i The Hon. B. Hart thought it would! destroy ihe character of Jhe Council to make it elective.—Tue Colonial Secretary asked the Council to agree to the second reading, and then he would consent to the bill going into Committee as proposed.— The Hon. D. Pollen asked the Council not to commit itself to the principle of altering the tenure by reading the bill a second time.—On the motion for the second reading, a division was taken.—Ayes, 14; noes, 26. The second reading was therefore negatived.—The question next put was that Sir F. Whitaker's amendment be agreedj to. —Ayes, 20; noes, 20. The Speaker gave his casting vote with the ayes, and the amendment was carried. The following committee was appointed by ballot, on the motion of the Hon. P. A. Buckley :—Dr Pollen, J. C. Richmond, G. E. Johnson, W. B. D. Mantell, J. Menzies, J, Shepherd, and E. C. J. Stevens. The Council adjourned at 5.20 pm.
