London, May 31. Settlement of the Afghan Difficulty.

A reply from the Jiussian Government to the proposals of the English Foreign Office was received yesterday. The contents, which have been made public, state that arrangements have baen come to that Maruchak and Zulfikar Pass remain in the possession of Afghanistan, and the work of the Commission only includes the details of delimitation, the main points having already been fixed.
