The representatives of France, Germany, Russia, and Austria have lodged a formal protest on behalf their respective Governments against the reduction, in the rate of interest on the portion of tho Egyptian debt, and it is understood that the decree authorising the reduction of the coupons will be withdrawn in consequence.

It has transpired that the protest made by the European powers against the deduction made from the Egyptian coupons was based on tho ground {hat the alteration should not have been made so long as the Financial Convention remained unratified.
[Received May 22, 2.30 p.m.] Berlin, May 21: His Majesty the Emperor has granted to the German New Guinea Company, by a charter, the recently acquired territory of Wilhelmsland, in Northern New Guinea,, and tho adjacent islands have also been ceded to the Company, which he has empowered to establish a State judicial system subject to tho supremacy of Germany.
