London, April 27. The rebels and the Batouche Indians, under Louis Kiel, have been completely routed by the Canadian forces after seven hours' fighting. Mr Murray Smith, Agent-General for Victoria, writing to the Times, deprecates Lord Carnarvon's assumption that the omission of clause 31 from the Federation Enabling Bill, providing for the withdrawal of a colony, would postpone federation. The New South Wales Government are irisistiug. on the retention of clause 31. April 28. The wheat market is .improving, and ! prices are quoted at from 6d to 2s higher. The Daily News hopes that the courageous patriotism of New South Wales in offering the services of their contingent to go to India will be imitated. The cost of, the contingent, should they be transferred to India, will ba borne by New South Wales. The town of Panama, which has. been virtually in a state of siege tor some time past, has been occupied by the American Government, who have caused the arrest of the rebel leader. The French Govern ment have protested against the action of America. Another telegram says:—The American Government have withdrawn from the occupation of Panama.
