MitLBOUBNE, This day.

Measures for the defence of the harbor are being vigorously carried on. Tor pedoes have been placed in the West and South Channels, and several hulks have been purchased by the Government with a view to being sunk—if necessary—to obstruct navigation. These precautions are due to the fact that intelligence has been received of the presence of Russian cruisers at Singapore and the Cape.
