In a speech before the Colonial Institute last evening. Sir Fredk. Broome, Governor of Western Australia, strongly urged the development of the railway system in that colony. Tho Prince of Wales, who was presiding orer the meeting, made a speech, in which he said that the Colonial offers of troops for the Soudan were a proof of tho loyal attachment of the colonies ,to the Crown. Hia Royal Highness added that though unable to visit Australia, he took the liveliest interest in its welfare. The Colonial Troops. In the House of Lords last night, on the motion of Earl Wemjss, a resolution was adopted concluding with an address to the Queen thanking Her Majesty for accepting the loyal offer of Hew South Wales, and expressing satisfaction that similar offers from the other colonies would be accepted at the right time. The Reichstag has passed a bill granting subsidies to transoceanic steamer lines, including an Australian service. *
