The patient James (the steward) is progressing Tery favorably towards recovery. Sydney Defences to be Strengthened. Government has ordered that active steps be taken to strengthen the local defences.

At a meeting of the representatives of the Marine Insurance Co. to-day, it was decided to provide for war premiums in future policies homewards and outwards, with Great Britain and the East, rates to be dependent upon home advices.
Albany, Yesterday. Arrived, this morning: The P. and O. Royal Mail steamship Pekin, with the English mail, 6th February. \
