[Received February 11, 2.30 p.m.] MjtiBOUBNE, This day. Victoria and New Guinea. The Hon. J. Service, Premier, has presented a memorandum to the Governor, in which he expresses disappointment at the colonies' connection with affairs in New Guinea. He contends that the colonies should have, the limits of their responsibility strictly defined, or else be allowed the exercise of control over the expenditure on New Guinea, and adds that his Government is not prepared to increase the £15,000 guaranteed without further information.
