At a meeting of Tories held yesterday, resolutions were passed agreeing to a compromise on the franchise question. In the House of Lords last night the Franchise Bill was read a second time without discussion, and the Lords then adjourned until to-day. In the House of Commons to-day Mr Gladstone stated that provided he was assured of the Franchise Bill passing the House of Lords during this session, he was ready to parley with the Opposition regarding the redistribution of seats or introduce a Bill for that purpose, and push it through the House of Commons. Mr Childers, Chancellor of the Exchequer, has announced that the income tax is to be increased by twopence in the pound.
