Wellington, Yesterday. Mr Reynolds moved the second reading of the Municipal Corporations Bill; agreed to.

The Colonial Secretary moved that the Council will on next sitting day resolve itself into committee to further consider the Drainage of Mines Bill; carried by 18 to 6. J

New Zealand Government Insurance Association -Bill was read a third time. —On the question that the bill do pass, Mr Pharazyn spoke against it The Colonial Secretary pointed out that Mr Pharazyn was a director for the Australian Mutual Provident Association, from whom overtures had, ho understood, been received to purchase the Government insurance business ; this was not the first time a protest had been received at the last moment of the passing of a bill from Mr Pharazyn. When the WellingtonManawatu Railway Bill was all but passed, Mr Phavazyn made a protest against it on the ground that it would involve the colony in ruin, and wonld never pay, and so forth; and yet, a few months afterwards, he bought £\Q,QpQ. worth of shares in the nndartaking.rrTh.e bill then passed on the voices. The Supreme Court Procedure Amendment Bill was read a third time and passed; as also were the Bankruptcy Bill, Police Offences Bill, Public Works Bill, and False Notice of Birth, Marriage and Deaths Bill.

The Colonial Secretary moved the second reading of the jjjahd Bill, which was agreed to, and the bill r'efewud to the Waste Ipids Committee.

The debate on the second readings of the Life Assurance Policies Bill and West Coast Settlement Reserves Bill was adjourned.

The Electric Lines Bill was read a second time without discussion.

The amendments made by the House of Representatives on the Eoad Boards Bill and Codlin Moth Bill were agreed to. The Wanganui Harbor Board Bill was read a second time.
