Borough Council.
The regular meeting of the Borough Council was held last evening. Present— Crs Kilgour (in the chair), Bawden, Carpenter, Chappell, Farrell, Hume, Me* Andrew, McGowan, Itenshaw, and Wilson.
The minutes of the previous meeting were read and confirmed.—Crs Kcnshaw and Wilson, the newly-elected members for Middle and North Wards respectively, took the necessary oaths and their seats. —Outward correspondence was read.— Tb.fi following matters were referred to the Works Committee: An application from J. Grant for repairs to a portion of Queen street. A letter from Mrs Kates calling attention to the bad state of Kocky Point road. An application from 15 residents of Shellback hill and Tararu road asking for material to make bos drains, required in that neighborhood; offering in such case to provide x the labor.—Cr McGowan called attention to the holding of the recent Borough elections in the Middle and Korth Wards on two separate days. He saw no reason why all the elections should not be conducted in one day, as the much more important elections for the General Assembly, were carried on throughout the colony on the same day. JNothtog was done in the matter. — The usual Bank declaration was received shewing the total quantity of gold furnished during the month of September to have been 57170zs 4dwts. The mines within the Borough produced 3303dzs ldwt, those in'the Thames County yielded. 15060zs 12dwts, and 9070zs lldwta eaiae from the Waiorongomai mj^es in the Piako County.—ln connection with the letting of the con,traefc far clearing the Moanatairj enjverfc, Or McGowan thought that a, contract entailing such an expendi> tui>e should not be let without reference to the Council. Cr Kilgour explained that he as a member of the Works Committee had taken the responsibility of letting tha contract as the weather threatens^ ta he bad, and heavy rain wou^d, have caused serious damage had tfae woric not been immediate} j proceeded with; the amount pf the contract let was within the estimate given for the work by the Foreman of Works. An expenditure of £l' in Broad, street, as recommended by the GorarnjUee, was authorised.—The Foreman, of Works reported to the effect that the culvert conducting the ??oka Noke creek uadec> neath, s*olieston street needed enlargeiaent and alteration, and the WQrie would cost about £10. Some had been made as to stagpanj water on sections fronting Jso,Ueaton ajad Richmond streets, b&t a, suggestion, to drain them into Baillie street was impracticable, aa there was no water table in that street.- The tfoke Noke culrert question was referred to the Works
Committee.— Accounts amounting to £335 were passed for payment.—The frequently postponed motion of Cr Speight regarding the reconstruction of committees was, on the motion of Cr Hume -*^ Hume, postponed for a fortnight.—The following committees were appointed for / the ensuing year :—Finance : The Mayor, Crs Hume, Kilgour, Speight, and Wilson. Works: The Mayor, Crs McGowan, Bawden, McAndrew, Chappell, Mennie, and Farrell. Water Supply: The Mayor, Crs Speight, Hume, McGowan, Carpenter, and Farrell. Charitable Aid: The Mayor, Crs Speight, Kilgour, Renshaw, and McGbwan. Fire Brigade: The Mayor, Crs Mennie, McAndrew, Chappell and Bawden. —Cr Wilson was elected to represent the Council on the Hospital Committee in the place of the late Councillor, Mr Veale.—Cr Farrell rose to move to the effect that a statement showing the exact financial position of the Borough should be submitted to the Council. Upon it being pointed out that this was regularly done once a month at meetings of tho Council the matter dropped.—Cr Farrell moved, and Cr McAndrew seconded, "That the Water Supply and Works Committee" (con*"T" jointly) be authorised to inquire into the present working of their departments, and, if found necessary, prepare and submit to the first ordinary meeting of the Council in November such recommenda* tions towards economy and better manage* ment as they may think proper." The following notices of motion, to be dealt with at next meeting were then given: By Cr Farrell : That it be an instruction to j the Finance Committee, that a correct statement of the present financial posi« tion be presented at the next ordinary nieetiDg of the Council. By Cr McAndrew : That in future no officer or servant of the Council shall be capable of holding the position of Returning Officer to the Borough. This concluded the business.
