Hongkong, September 30. Intelligence received here states that an Imperial edict hs.s been issued ordering the Governor of Canton to publish a proclamation to encourage the people to fight against the French. The edict also forbids poisoning food supplied to foreigners. Great excitement is reported to exist amongst the Chinese natives, especially at the Treaty ports.
