[Received-July 10,11.10 a.m.T London, July 9. In the House of Lords last night a bill for a reform of the Franchise was, on the motion for a second reading, rejected by 206 to 146. Pahm, Jnly-9. Latest accounts to hand from Marseilles show that cholera is inreasing in that district; three deaths from that disease having occurred at Aix, a town sixteen miles off.

Bill was under consideration, when Earl Cairns moved, an amendment declaring that the proposed reform is unacceptable without a simultaneous provision for the re-distribution of seats. After a debate the consideration of the amendment was adjourned until to-day, when a division is expected to be taken.
