[Received April 19,11.40 a.m.] ' London, April 18. The Recidivists Question. A note has been addressed by M. Ferry, French Premier and Foreign Minister, to the English Government on the subject of the Recidiviste question, M. Ferry re-affirms the opinion of his Government on the subject of the Recidiviste question; the transportation of criminals is a matter of internal policy alone, and in no way concerns auy foreign power. Sir Wm. Vernon Harcourt, Home Secretary, addressed his constituents at Derby last evening; In the course of his speech, he took occasion to say that'he entirely disagreed with the opinion recently expressed by Earl Roseberry at Dundee—that Government manifested a want of interest in colonial affairs.
