PUBLIC JOBBERY AT HOME.

A curious scandal has recently beeu exposed at Birmingham. A few months ago the Inspector of the Local Government Board was surprised to find that while there was only one lunatic for every 879 of the population in the country districts of Warwickshire, there was one for every 196 within the limits of the Borough of Birmingham. On investigation it turned oat that there were nearly 6CO pauper lunatics who were supposed to be receiving medical advice at their own homes at a cost to the ratepayers of ten shillings per annum for each person, and that in over 300 cases, the medical services so paid for either were not rendered or were unnecessary. Truth states :—"There is more jobbory than ever at the Admiralty, always a fertile soil for gross favoritism and scandalous unfairness. Lieutenant Conway-Gror-don, of the Marines, recently passed nn examination ordered by the Admiralty, while the son of one of the heads of departments at Whitehall failed. It is almost beyond belief, but nevertheless a fact, that the unsuccessful competitor has been given the commission which was the object of the fxamination, and has been niade senior to the man who passed, Bnd who is rewarded for his proficiency by the loss of two steps. This is worthy of the days of Mr Crocker." *
