The Undersecretary for Customs has written to the Thames Harbor Board to the effect-that the proposed imposition r f dues under the new by-law, extending the rating jurisdiction of the Board, is put in such general terms as render the action of the Board ultra vires, and pointing out certain sections in Act to be complied with.
