The Homeward mails, via Suez, and Brindisi, dated Melbourne, July 31, were delivered here to»day. Paeis, September 11. The directors of the Suez Canal Company have decided to introduce, from the Ist January, some modification of the existing regulations under which the traffic through the canal is conducted. Among other things, the'company have decided to reduce the dues papsble by vessels in ballast, and to undertake the charges of floating ships that may have become stranded in passing through the canal. The Temps, in its issue to-day, announced ttfat the' British Oxovernment have agreed to mediate between France 'and China for the settlement of the difficulty in Tonquin. _ Admiral Pierre, who recently arrived here, after resigning the command of the French forces at Madagascar on account of ill-health, died.to-day.
