[Received September 7,1 p.m.] London, September 7. The Times to-day publishes a telegram from Hong Kong stating that the French Commander has informed the Chinese Government that he will block all the ports of Pakhoi and Canton unless the Chinese troops now on the Tonqpiin frontier are at once withdrawn. Shanghai, September 6. Sir Harry Parkes has arrived here from Japan to assume the position of British Ambassador at Pekin ,' September 6. News has been received here that the Ist -Battalion of the Welsh Regiment (41st foot) recently ordered to Zululand from Natal, will at once proceed to the reserved territory, with the object of keeping watch upon Cetewayo and his followers. - [Received Sept. 7, 2.15 p.m.] London, September 6. The Bank of Australasia has declared a dividend of seven per cent, for the past half year, and carries £10,000 to the reserve fund.
London, September 5. A succession of gales of extraordinary violence has been experienced during the last two days. The Lady Jocelyn outward bound, put into Spithead for repairs ; the City of Tanjore jettisoned 90 tons of her cargo, and put back. The Sydenham, Aldborough, Legards, .and Cairnbulg, have put into various ports for repairs. ConstastinopiiE, September 5. Prince Alexander of Bulgaria has announced his intention o^ abandoning a despotic form of goverment, and has appointed a Commissioner to draw up a charter of liberty for the people. Caiko, September 5. Quarantine has been abolished at Port Said, the rapid suppression of .the cholera epedmic in Egypt having rendered its continuance unnecessary.

London, September 3. A number of infernal machines and a quantity of explosive material have been discovered on the premises occupied by the Irishmen who were arrested as being concerned in the explosion at the Glasgow Gasworks.
