This day. Capt. Thomson, in reporting to the Harbor Board suggests that the time arrived when in order to. secure better efficiency in the pilot service a younger body of men should be employed with that view. He tenders his resignation as Chief Harbor Master, but continues in the Government employ in connection with the dock, etc.
