Beuteb's Telegbams. [Received March 19,11 a.m.] London, March 15. Consols to-day quoted at 102f; Bank and open market rates of discount remain at 3 per cent. The total reserve in notes and bullion in the Bank of England is £13,900,000; the proportion of reserve to liabilities is 42 per cent. New Zealand securities are unchanged. The market for colonial breadstuff's continues weak. Adelaide wheat ex store has declined to 50s ; New Zealand remains at 465, and Adelaide flour at 34* 6d; Aus tralian tallows are dull at 39a 6d for beef, and 43s for mutton. During the present week the catalogues of the wool sales have aggregated 42,000 bales, of which 6000 have been withdrawn. A good demand has been experienced, and prices firmly maintained. The with drawals from sale since the opening of the scries amount to 18,000 bales, out of a total of 235,000 catalogued. The second series of auctions commences on the 16th of May, and is expected to comprise 350,000 bales. \ [Received 19fcb, 12.45 p.m.] London, March 18. Another Outrage. A determined attack was made upon Lady Florence Dixie, last evening, at Windsor by two men disguised as women. They were armed with daggers, but her ladyship escaped without injury, as her assailants made off as soon as she raised an alarm. The attack is believed to have been made in consequence of an article which Lady Dixie has written condemning Irish outrages. Sheridan, the Irish agitator, who is now in America, has publicly stated that the explosions which have occurred here are only the forerunners of others. [Received March 19, 1. p.m.] London, March 17. Consols declined to 102£; 4 per cent. New Zealand inscribed stock is quoted at 101§. Australian tallow (beef) is quoted at 40s 6d, and mutton at 43s fid. There are no other changes to report in New Zealand securities or colonial produce. At the wool sales yesterday and to-day 23,400 bales were catalogued. A firm tone was experienced on both days.

The catalogue comprised 12,600 bales. London, March 17. No clue has yet been obtained as to the actual perpetrators of the outrages at the offices of the Local Government Board and London Times office. A reward of one thousand pounds is offered for information leading to the arrest of the guilty parties in the case of the explosion in Whitehall. Military guards at various Ministerial offices and atvthe Houses of Parliament have been doubled, and all niecessary^precaution is being taken to prevent further outrages. Intelligence is to hand that John Walsh, who was arrested at Havre, in France, on the 2nd instant, on a charge of complicity ia the Irish assassination , has been released* from custody". In the House of Commons to-day a debate took place upon the policy of the Government in regard to the treatment of Transvaal natives by the Boers. W. E. Forater strongly condemned the measures proposed to be taken with a view to put; a stop to the oppressive action of the Boers. Mr Gladstone made a lengthy defence of the Government policy, and the debate was then adjourned until after the aster recess. Paris, March 17. Further arrests have been made of leaders of the prevailing anarchical agitation in this city. It is expected that fresh gatherings of Socialists are being arranged for to-morrow, and extra precautionary measures are being taken by the authori* ties to prevent disturbances.
