It is announced, that Earl Spencerj, Viceroy of Ireland and Lord President of the Council, has resigned: the latter position. St. P-etebsbueg, March 13. An inquest is taking place on the body of the late Prince Gortschakoff, who died on the 12th inst, owing to suspicions that the deceased met with his death through poison. The enquiry is not yet finished. London, March 14. Obituary: Ashton W. Dilke, brother of Sir Charles Dilke, and lately member of tbe House of Commons for Newcastleon>«Tyne. The cargo of frozen mutton, ex steamship Europa, from Melbourne, has realised an average of eightpence . per .pound. In the House of Lords to-day, Earl Derby, Secretary of State for the Colonies, announced that Government had decided only to remonstrate with the Boers as to their oppression of the natives. The cost of a small expedition to the Transvaal would exceed the value of the land in dispute. The natives, his LorcU ship added, would be protected, but only in the last extremity would force be justifiable,
Tt is now announced that Karl Spencer, although resigning the Presidency of the Council, will remain in the Cabinet. A new President will be appointed whose duties will be virtually those of a Minister of Agriculture. The University boat race to-day resuited in a victory for Oxford by three lengths. St. Petebsburg, March 14. Makofi, a Russian stafesmio, has committed suicide. There are suspicions that he had been guilty of peculation in the service of which he was State Secretary. London, March 11. It is understood that the American and -English Governments have agreed to renounce the warrant issued for the arrest of Sheridan, the supposed negotiator of the alleged Kilmainham treaty. In the search for the Phasnix Park knives, in Dublin canal yesterday, the police found other knives which are proved to have been used in several other murders which have been committed. . Paris, March 11. Nineteen Socialists, who were arrested yesterday in the Place Invalides, have been sentenced to various terms of imprisonment. It is feared that Socialist disturbances will be renewed, and measures are being taken by the authorities to prevent a recurrence. The statement that Louise Michel had bpen arrested, yesterday is now proved to have been incorrect; a warrant has, however, been issued for her arrest. London, March 12. The Conference which has been sitting, here upon the question of the prolongation of the powers of the Commission for the navigation of the Danube has now closed its sittings. It is understood that all the Powers represented by their Ambassadors at the Conference are satisfied with the decisions arrived at. Tt is .officially announced that Sir Anthony JMusgrave, Governor of Jamaica, bas accepted the Governorship of Queensland. New Yobk, March 14. Mr Egan, the Treasurer of the Irish Land League, has arrived here. He denies that he has flown from Ireland, and that the funds of the League have been employed in connection -with Irish outrages. - • London, March 14. In the House of Commons to-day, Mr Parnell introduced a motion setting forth that further amendments of the Land Act are necessary. Mr Gladstone stated that he absolutely refuaed to agree to further legislation in the' direction stated, and after some debate the motion was rejected by 250 to 63 votes. New Yobk, March 15. Mr Egan is now conferring with the prominent supporters in this country of the Irish League. London, March 15. Intelligence is to hand that the Roumanian Government persists in ignoring the decisions of the recent Conference of Ambassadors upon the question of the prolongation of the powers of the Danubian Commission. In the: House of Commons to-day the Hon. Evelyn>Ashley, Under-Seoretarv for the Colonies, stated that the Anglo-Phile chief of the Transvaal border will be pensioned and located in British territory. London,; March 16 (morning). The Fenians Again. An explosion of dynamite occurred last evening at the offices of the Local Government Board in Whitehall The offices were completely wrecked, immense damage caused to the building, and thousands .of windows in the vicinity shattered. One man has been arrested in connection with the outrage, which, it is supposed; was committed as an act of vengeance for the rejection by the House of .Commons of Parnell's demand for an amendment of the Irish Land Act. A box of explosive material was discharged last night in the neighborhood of the Times office, but no damage was done. London, March 15. The election to fill the vacancy in the representation of Mid-Cheshire in the House of Commons has resulted in the return of the Hon. Mr Egerton by a large majority over Mr Latham, the Liberal candidate. The Spanish Government has refused to release the Cuban refugees who were handed over to the Spanish authorities by mistake on the part of a British magistrate at Gibraltar last year. j

'-'' An arrest has been made in connection with a letter, i containing an ,_explosive ,material, addressed to the "Viceroy,of Ire» "land, which was recently detected in the post, at Ballydehob, County Cork, Ireland. ; Intelligence is to hand that the passenger steamer Copenhagen, bound from Leith to America, has foundered at sea. So far as is at present known, 65 passengers, mostly immigrants, have been drowned. Evidence having been given by Kava« nagh and Molloy, informers, that the knives used in the Phoenix Park assassinations were thrown into the Dublin oanal, a search was made, and the weapons were discovered.
