At the ususl fortnightly meeting there were present —His Worship the Mayor (in the Chair), and Crs Carpenter, Osborne, Veale, Speight, McGowan, and Mennie.

A letter from the Thames Winding Association asking tbe Council to lay a tramway from the Company's shaft to the intake at the rear of the Pacific Hotel, and pointing out the advantages to be derived by both parties should the work be carried out. Considerable discussion ensued on this matter, and it was finally resolved that tbe Council grant the companies permission to lay the tramway down with the u-ual reservation aa provided by the Act; to lend them the rails, and enter into a yearly agreement with them for possession of tbe tramway for one year at the rental of one shilling, and should the companies carry out their conditions, they would continue to lease it from year to year. The manager of the Gas Co. asked the Council to remit the water rate payable on the gas pipes, as has been done pre* viously.—A Counciller asked what autho* rity they had. He was told that they bad none ;it was against the law.—lt was decided to comply with the request. The matter of the Waiotahi aqueduct was brought forward by Cr Osborne, who desired that the Council should make a progress payment to the contractor. He pointed out that the Council had a large sum in hand, and the men wanted the money.—lt was ascertained that the sum in the hands of the Council was only a few pounds in excess of the per centage to be retained, according to the contract, until the completion of the word. A.proposal to pay the contractors £150 on account was negatived.it being thought that the contractors should complete the work without delay, when the whole of the amount held would be paid orer. Tho work to be done would only cost about £36.

•The Treasury forwarded a voucher for £628 11s 6d for gold duty for quarter ending 31st December, 1882. The Bank of New Zealand sent a declaration that the quantity of gold produced in the Borough and lodged in the Bank during the past month had been 13350zs 7dwts.

The Works Committee recommended the payment of £1 to Mr Horn for the purpose of repairing a portion ot Upper Albert street. —The Committee had authorised the Foreman to lay down 70 feet of fluming in Upper Albert street, where storm water was undermining; the roadway. —The tender of Mr P. Maxwell had been accepted by the Committee.'

The Foreman of Works was authorised to cut away the roots of the trees on the sides nearest the watertables, which are growing into the side channels in Mary, Mackay, and Baillie streets.

Accounts to the amount of £174 were passed for payment. -

The report of the Relieving Officer was received and adopted. Upon the question of the completion of the purchase of the new Town Hall being brought up for discussion, the Chairman ruled that as the matter bad been adjourned for a " fuller attendance" of the Council,, it could not be brought forward now, as the attendance was the same in number;— It was resolved to make a call of the Council for the 22nd inst. to consider the question. . The Town Clerk was appointed return* ing officer under the Licensing Act. The attention of the Council was directed to the state of the fire plugs in" the streets.-—Cr Osborne said that in many instances the tops of the fire plugs were several inches above the streets.— The Foreman of Works was directed to attend to the matter. The Town Clerk was directed to notify the Telegraph Department that certain poles in some streets were encroaching On the footpaths. This concluded the business.
