Dr Wayland, reputed the ablest editor in Ph ladeipbia, says :■>—" One.of- the most significant features of the situation is, that the Tories really have no able and competent leader; no one to till the place made vacant by the death of Lord Beaconsfield, who, without profounding, or great learning, or wide comprehension,.yet had great boldness, mingled with great wariness, inexhaustible persistence,, a quick insight into men up to a certain point (for he could not understand men of'profound conviction and thorough earnestness), unfailiDg tact and fertility of resource, i and a wonderful power of conciliating men and women whom he wished to attach to himself. Lord Salisbury is rich violent,' unscrupulous, and has! a-poor record in the matte; of telling'the truth. Sir Stafford Northcote, the Opposition leader in the House, is oot able; he ii rather a comntonplaeeTman, with no dash, no magnetism, and he really is only about half a Conservative; he .hardly believes in his cause. If the Tories had a real leader to take advantages of the lapses that the Liberals now and then make (for they are men), there, is no , knowing what might be the result. On the other hand, the Liberals . are,- rich in leaders and in really able men. Lord Hartington. has developed : unexpected ability, along with a power of patient toil that is wonderful for the heir to opeof the oldest Dukedoms and oue of the largest estates in the Empire. Mr Chamberlain, Sir Charles W. Dilke, Mr Childera, Lord Selborne, Mr Trevelyan, Sir VyVJJ. Hjar-. court, Mr ForsteV Mr"l Bright,- l*rifesfcor Fawcdtt, are all men of marked ability and popular talent.. The future is aIL on the side of the Liberals."
