The Eight Hon. H. C. E. Childers, Secretary of State for War, has gone to the Continent oa a trip for the benefit of his health, which has become seriously impaired through overwork. The Cloturo Rules. The debate in the House of Commons on Mr Gladstone's proposed new rules in reference to the business of the House has been rapidly proceeded with at the recent sittings during the past week. Seven more of the previous resolutions have been passed, and all rules affecting the procedure have now been dealt with. Three final resolutions affecting the Standing Committees alone remain to be discussed.
The following " special " messages have been published by the Press Association— London, November 24.
. The French Ministry are now taking active measures to suppress the anarchists, many of whom are flying to London for safety.
Mr Gladstone has positively declined to amend the Arrears of Kent Bill.
