London, October 23. Terrible Cyclone at Manilla.
Telegrams are to hand from Manilla announcing that a terrible cyclone had been experienced in the Philippine Islands. The greater portion of the town of Manilla has been completely destroyed. Vienna, October 23. Riots in Servia.
A serious riot has occurred at* Belgrade, in the course of which KiDg Milan, of Servia, while in the cathedral of that city, was fired on by a rioter. The attempted assassination was, however, unsuccessful and the man, whose name is Markovich, was at once arrested. *

A military commission has been appointed to inquire into the cause of the defects which were apparent in the army hospital and transport services daribg the repent operations of the British troops in Egypt

Tunis a French Vassal.
A treaty has been concluded between France and Tunis, and under the terms of the same France assumed the responsibility of the Tunisian debt. A judicial tribunal is appointed, and a yearly allowance of £28,000 is accorded to th« Bey. ;
