Proposed Canal in Egypt. The Times publishes a scheme for the construction of a ship canal from Alexandria to Cairo, and from thence to Suez. The cost, it is estimated, would amount to about ten millions. The Hangman Threatened. It is reported that several letters bare been sent to Marwood, the public executioner, threatening to murder him. Forte asks the status quo ante The Porte has addressed a note to the British ambassador expressing a desire to negotiate with England for the settlement of affairs in Egypt on the basis of the status quo ante bell urn. The Egyptian Army. It has transpired that the English Go* vernment have decided to submit the plans which have been formed by Baker Pasba for the organisation of the new Egyptian army to the European Powers. Mr Childers on the Army. The Right Hon. H. C. E. Childerg, the Secretary of State for War, has written a
letter in the course of which lie declares that the recent campaign in Egypt has proved the soundness of the military reforms which have been effected during the past two years, and at the same time has disclosed the weak points in the^ organisation of the army when subjected to the strain of actual warfare. Conference on Irish Affairs. The programme to be considered at the Irish Conference, which meets shortly, will be the extension of parliamentary and municipal franchises, the advisability of peasant proprietorships, the State ad» vancing the money, repayment of which to be made within 65 years ; the creation of county boards, and the compulsory purchase of unutilised lands ; the question of abolishing the Viceroy will also be considered. The Murder of the JoycesThe six persons who were arrested on suspicion of being concerned in the Lough Mask murders near Galway, have been committed for trial. The Dartmoor Outbreak. A commission has been appointed to inquire into the recent attempted escape of convicts from Dartmoor. : An Irish Parliament. A Conference has commenced its sittings in Dublin for the purpose of discussing measures for the formation of a national league to promote an Irish parliament,, the" creation of county boards, and obtaining the widest land and political reforms. Mr Parnell presides over the Conference. Paris, October 17. French Controller for Egypt. Bredif, who left Egypt at the time of the commencement of hostilities, is now returning to that country as French Con-troller-General.

Anxiety is felt in the city with reeard to the Victorian loan, which threatens to fail, owing chiefly to its not being inscribed, and also on account of the high price. The serfs in the Baltic provinces have commenced a system of boycotting of German landlords.
At the Irish Conference 800 delegates were present, and the programme submitted was adopted with but little alteration. There was, ..however, very little enthusiasm displayed, but serious discontent was manifested amongst the leaders.
Mr Egan, the treasurer of the Land League, has submitted a report, which shows that the sum subscribed in aid of the fund amounted in all to £245,000, and that the balance unexpended, amounting to £32,000, will be carried to the credit of the new league.
Brigandage is rampant in Bulgariajand, outrages are of daily occurrence. A terrible outbreak of typhoid fever has taken place in Paris. The epidemic is spreading with fearful rapidity. Thousands of cases are reported, of which 250 have proved fatal. Obeidvilla, a Persian chief, threatens Van, a small town situated on the east shore of the lake- of the same name in Armenia, and the Turkish army is advancing upon the Persians. Russia is preparing to intervene.
