PROCLAMATION TO THE EGYPTIAN PEOPLE.
The Khedive has issued the following proclamation to the Egyptian people:— " We, the Khedive of Egypt, give notice to the Egyptian people that Achmed Arabi Pasha has committed. odious acts prejudicial to the country and population —acts which fc are viewed with horror by the Powers, and which have induced them to consider the country and inhabitants as savages. By his disobedience and intrigues Arabi caused the first massacre of Alexandria, and the events, whichi /oliowed at Tanta and elsewhere, any which have injured commercial and agricultural affairs; he has disobeyed the orders of . the Sultan- to discontinue the fortifications at Alexandria, which dis*obedience has occasioned their destruction and loss of life. He has pillaged and set fire to the town ; he has retired with his troops to Kafradowar without .our orders, which necessitated the landing of English troops to extinguish the fire, to stop the pillage, and guard the town; he has besides prevented the people returning, • has also prevented all correspondence with them, and he has cut off the water. In fact, his insolence and his calumnies have become notorious. For all these reasons he is declared a rebel, and merits severe punishment according to both, civil and religious law. With all this he has not ceased his knaveries, and enforces assistance from soldiers, who follow him in his path. He has passed the limits of expenditure allowed by the Treasury." (Here follows.a list of grievatcss). "Nowaut of pity for Egypt and the Egyptians, and fearing the ills which may overtake them, we repeat both to people and army that every man who follows this rebel and assists in hi 3 rebellion will be culpable towards God. He will not be pardonable in our eyes, for we regard him as much a rebel as Arabi himself. He will be deprived, .he and his descent ; dants of all ranks, of all emolument, of every pension and privilege ; so that the people may know that we are the Holer, and that they must not disobey us. Also I every person who, has paid to this rebel or to his companions' anything that belongs by right to the Government, under any pretence, whatsoever, must alone suffer the loss of what he has paid; he will have no right to ask that he shall be [ credited with it." '
