Wellington, Last night

A return laid on the Council table this day on the motion of Mr Wilson, costing £27 10s, of the number of free passes issued during the year shews there were issued first ch.ss 1056, second class 718.

The Post says :—" Mr Ormond and Captain Russell, both of Napier, nre to be appointed as .Royal Commissioners to determine the best route for the PictonHuruuui line.

The New Zrjland Times this morning says :—-The committee on special railways are urdersiooJ to be discussing a motion by J. Evans Brown to the effect that the colony should be divided into railway districts, and that a special tax sbould be levied in each district, and the capital value of the land benefited by the railways within their districts sufficient to recoup any deficiency arising between the net earnings.of the railway and the interest oncosts. The Government members oppose the proposal, and counter suggestions will probably be made to increase the Property Tax to meet any deficiency. The matter is believed to be pretty evenly balanced, and it is by no means unlikely that this question will greatly prolong the session, and lead to important changes in the strength of parties in the House, if not to more serious complication.
