Harbor Board.

The monthly meeting of the Thames Harbor Board was held yesterday after noon. Present: The Chairman (Colonel Frtser), Messrs Bagnall.Read, McGowan, Marshall, and Carpenter.

POWDJB BTOBAGE. A letter was received from Inspector <. Thomson stating that he had returned the correspondence relative to the storage of powder at Te Aroha and Paeroa to Wellington, with a recommendation, as the most practicable means of getting over ■ the difficulty, that the Board come to terms with Messrs Phillips and Larery to r tair&wrer their magazines, arranging with 'them to act ss local officers of the Board ;for the collection of storage dues—lt was . resolred that the suggestion contained in . thei letter be approved. • " „ ~ WHABFAGE CHABGES. ;>' The Committee appointed to deal, with . the question of charges upon goods •in course of transit to the Upper Thames . reported :~" That all outgoing goods, on 1 which same goods incoming wharfage charges have been paid, be free, and that the necessary by-law to authorise this recommendation be made by the Board. The Committee, in arriving at this decision, considered — first, would this . concession to the Thames storekeepers aid them in making this port the main business centre for the up-river and Thames Valley trade; and, in the second place, would the Board's income admit of the concession. From the information the Committee obtained, they are of opinion that the second charge of 9d per ton is a serious drawback to the trade of the place, and its continuance will to some considerable extent, divert trade from the Thames, and encourage direct trade between other ports and the up-river settlements. It has also been shown to the Committee that at Auckland and almost all other ports wharfage charges are only made on gonds landed thereat, and not on goods shipped from those ports. The Committee are also of opinion that this remission of the second charge of 9d would so encourage the trade to the port that the income of ibe Board would i not be materially lessened the first year, I and after that period the result would be \ an increase to its revenues. The Committee suggest ; that tbe Government should be communicated with, asking that the, fees now paid to the 'Government for river steamers' certificates for passengers should be Harbor Board funds.—John! Bead."—The report was adopted. 1 ; MB BBBINGTON-'S VISIT. ... The Secretary said Mr. Errington. had come to the Thames, in pursuance of the Board's resolution," It was ' resolved that Mr Errington be requested to report —first; as to' the suitability of Rocky I*oint for • a 'permanent: harbor;, and the! proMblecost of the necessary work?; on th* be>t means for improving- the navigation of the Shortland Channel, arid the Estimated cost; and what works could be effectively carried ; out at a present' expenditure of about £3,000 at Tararu and £1,000 at Shortland. , The Secretary was instructed to furnish Sir Errington with all the reports and plans en those subjects in possession of.the.Board.
