The House met at 7.30,

Sir Geo. Grey gare notice of a motion for an address for a rote to establish an Agricultural College in Auckland ; also of a bill to establish the same.

Mr Bryce gave notice o( a Native Land Act Amendment Bill.

The House went into Committee to consider the proposed alterations in the Standing Orders.

After considerable discussion, the re commendations of the Standing Orders Committee were agreed to, with certain amendments, the principle one being that bills affecting waste lands need not be referred to the Waste Lands Committee.

On the resolution being reported, Sir Qeo. Grey moved an amendment instructing the Standing Orders Committee to consider whether private members could not introduce measures affecting waste lands without the consent of Government, and also to introduce bills affecting taxation and to frame orders, if necessary, to give such privileges.

The whole of last night's sitting was occupied with a discussion as to an amendment in the Standing Orders. Most of the alterations recommended by the Standing Orders Committee were agreed to.

The order constituting the Waste Lands Committee was altered, so as to do away with the necessity of referring to it all bills relating to waste lands. Sir Geo. Grey moved an instruction to the Committee to report whether private members could not, without leave of the Crown, introduce bills affecting waste lands; also, that all cases not provided for by the Standing Orders should be referred by the Speaker to the decision of the House, and that an order should be made to enable private members to introduce bills affecting taxation, without leave of the Crown.

After considerable discussion, the first part of Sir G. Grey's proposal was withdrawn, and the second part was negatived by 36 to 30. A motion to adjourn the debate was lost by 27 to 6, and the third part was negatived on the voices.
