Defence of the Colony.
[By Telegraph.] (fbom oue own corbespondent.) Wellington; Last night. Government have received a reply from Colonel Scratchier to their request that he should visit JNew Zealand aiid report on the dfefences of the Colony. Colonel Scratcbley regrets that be is unable to . come earlier than September. He has, however, promised to write as ■ fully as possible reviewing his • former proposals and revising the estimates of ' cost which he prepared in 1880. Colonel Scratchley still maintains his opinion as to the advisableness ot employing spar torpedoes. These he still advocates, and .immediate steps will be taken to prooure the needful apparatus and boats, one of the.latter for each port as a pattern which

Force who. already hare some knowledge of artil'ery york for special training in artillery knowledge, especially in the rudiments of heavy ordnance, so that when big guns are mounted they might act as instructors to the force, whether volunteer or paid, detailed fo work them. -
