The reply of the Porte to the identical note of the Powers, in which it states its willingness to send a delegate to the Stamboul Conference is equivocal, and is generally regarded as equivalent to a refusal to send Turkish troops to Egypt. Sufficient Water. ■ Notwithstanding the action of the rebels in diverting the water supply by cutting the aqueduct, there is sufficient water in the canal flowing to the city to last for some time. London, July 21. War Preparations. The statement that the Government had issued orders for the immediate dispatch, of an expeditionary force to Egypt is now fully confirmed. Various regiments, comprising the army corps, are now leaving their garrison, and are moving towards ports where transports are lying ready to receive them. Embarkation of troops will be proceeded with without delay, and transports will depart as soon as they have received their compliments.
