Sib,—ln your leader of Saturday's issue you state that you have good reason to believe Colonel Fraser is of opinion Dr Kilgour is the author of my private memo, to the Harbor Board and Borough Council on the Eocky Point scheme. In justice to the latter gentleman I beg to say that he had nothing whatever to do with it, and so far as I know has never even read it. —I am, &c, D. M. Beebe. Parcwai, 10th July, 1882.
