MDLSotfBNE, Yesterday. In consequence of the crisis in Egypt the Orient Company's steamship Austral, which leaves Melbourne on the 10th instant-, will proceed to England via the Cape instead of through the Suez Canal. The agent of the Orient Company has received a telegram from London, stating that the Insurance Companies are now demanding a quarter per cent, war risk. The Treasurer's budget was again under discussion in .the Assembly last night, when it was finally passed. The imposi* i tion of an excise duty of one shilling per pound on tobacco, snuff, and cigarettes was affirmed by the House by 28 to 12.
