COUNTY COUNCIL.
A special meeting of the Thames County Council was held this morning to appoint a Returning Officer as successor to the late Captain Skene. There were present —Crs Brodie (Chairman), Deeble, Coutts, Thorburn, Brown, Bagnall, and Bull. Mr Brodie deplored the circumstances which had brought the Council together, via., to appoint a successor to Capfc. Skene, who died this morning. Although Capt. Skene had only recently been appointed Returning Officer to the County, yet he was well known in the community aB being a most estimable citizen, and one who had been identified with the field almost from its opening, besides which be was highly respected in the several public positions which he had held. possible to give the proper notice under the Act calling the Council together, but acting under opinion of the solicitor, it was deemed advisable to make the appointment to-da/, and communicate with the Colonial Secretary asking the Government to confirm the appointment to be made. Several of the members expressed them* selves in a kindly manner regarding the late Returning Officer ; after which Cr Brown moved, and Cr Bagnall, seconded : —" That in consequence of the death of the Returning Officer (James Skene), David Kickard Gollion (who bad been appointed substitute by James Skene) be the R turning Officer for the Thames County." This was unanimously carried. Mr Gellion who was present then made the usual declaration before Mr Bagnall, J.P., and appointed William Henry Crick as his substitute, which terminated the proceedings.
