London, October 31. Important public utterances hare been. made by the Emperor of Austria in connection with the Eastern .question. Re- . gardiog the Treaty of Berlin he states that the settlement then arrived at has been carried out to a satisfactory termination, and that one difficulty after another which has arisen has been overcome. He expressed his firm conviction that the peace of France is now ensured. ; A mass meeting of sympathisers with the Irish Land League has been held at Parsonstown, situated in Sing's County. Several thousand persons attended, and ' speeches of the ordinary inflammatory type were delivered. The meeting passed' over without disturbance. The Magistracy of Cork have resolred to aid the Government to the utmost of their power in the suppression of disturbances in their district, and to secure the maintenance of order. Over 203 justices have intimated to the authorities their determination in this.
