The Spanish Cortes, returned at the recent general election, in which the Liberals obtained a decided iriajorty, met yesterday at Madrid,' and was opened by King Alfonso in person. In the address from that throne, the King laid special emphasis on the uegoiations recently entered into with Great Britain and other countries for the establishment of commercial treaties, and expressed his desire that these should be carried to a satisfactory issue. The revolutionary feeliug is again' strongly manifesting itself in Russia, The Government are determined; to strongly suppress the disturbance, and a most stringent ukas has been issued by the Czar, imposing severe restraints on the inhabitants of tit. A very strong republican spirit is being evinced in Spain, aud at the recent general election a number of deputies representing this feeling were returned to the Cortes.
