LEGISLATIVE COUNCIL.
Wellington, Yesterday,
'ihe Customs and Excise Duties Bill passed through all its stages, the Hon Mr Waterhouse strongly condemning some of the provisions ol the bill.—The Hon. Mr Whitaker said he also did notapprpre of some parts of the measure, but the Council was powerless to alter it.
The Special Powers and Contracts Bill was passed through all its stages. i The Standing Orders of the Council recommended that next session a joint, council of two Houses should be appoin- ' ted to lcon«iider the procedure relating to conferences between the two Chambers, pririleges, &c. : BEFOBM. . ' The following motion, by the Hot). Mr Holmes, was allowed to lapse, owing to the lateness of the session:—" That, in the opinion of this Council, the time has armed when a change in its constitution is required, and that steps should be taken by the Government during the first session of the tiext Parliament to provide for the establishment of an Upper Cham* ber on some other basis than that of life nomination." '
The Appropriation Bill, and Immigation and Public Works Appropriation Bills, were passed through ail their stages, and the Council adjourned at 430 p.m. I till noon on Saturday. ' j
